Under President George Bush, he was U.S. ambassador to the Soviet Union as that nation began its historic transformation, and he continued his service as U.S. ambassador to the Russian Federation. As U.S. special trade representative under President Jimmy Carter, he led multilateral negotiations that resulted in landmark legislation. His achievements as President Carter's representative to the Middle East Peace negotiations earned him the Presidential Medal of Freedom. As an attorney, visiting lecturer at universities, and prolific author, this native Texan has broken ground and opened doors to new perspectives in law, public policy, foreign relations, and global commerce.
